How does breaking up works?

I hear a lot of times in here that people say that if someone decides to break up then the other should respect that and only when the one who breaks up decides to go back she or he needs to contact to let them know. But I mean if I broke up with him obviously is my decision but helloooo if I dumped him its because he screw it in some way, why should I go back and call him to go back if I want to go back because I love him, what about him loving me back and making it up for fucking it up HE should call back to take me back dont you think?
