It means he has a "Simple Romantic" style of showing affection.

In it's purest forms, this symbolic gesture was a socially accepted way (as is perceived) as honorable... and that you both have an understanding toward marriage. its a way to display a mans affections for a lady in view of the public...

in the earliest days of romancing, a man who could kiss the hand of his girl.. Then as it was he would assuredly be engaged for marriage. Couples were viewed as "attached" "engaged" or "Having an Understanding"
which leads to monogamous marriage.
