What happens at a felony dismissal case?

He has been held with no bond and has been denied a bond three times with the charge he is looking at serving life in prison. He went for his preliminary hearing yesterday and they still informed him that he could be looking at life this was at the district court now one month later he is scheduled for a felony dismissal. What does this all mean why won't they let him out if its being dismissed?

It means that the court has given the state attorney 30 days to either dismiss the charges, amend them to non-felony charges or forward them to the circuit court where they will proceed a trial based on the current charges.
